A permalink is something every blogger use to refer back to their article (Mostly previous, also sometimes it is referred to the URL of your article)- Example would be *http://(username).blogspot.com/(4 digit year)/(2 digit month)/(article name).html* i.e. basically when you post something...check the link of the post...its your permalink!!
Also it is called as such because its permanent and no one change it (except for the one who has the blogging a/c)...
